ORDER OF THE SONOMA COUNTY PUBLIC HEALTH OFFICER FOR THE WEARING OF FACE COVERINGS IN WORKPLACES AND PUBLIC SETTINGS

DATE OF ORDER: AUGUST 2, 2021

Please read this Order carefully. Violation of or failure to comply with this Order is a misdemeanor punishable by fine, imprisonment, or both. (California Health and Safety Code § 120275, et seq.)

UNDER THE AUTHORITY OF CALIFORNIA HEALTH AND SAFETY CODE SECTIONS 101040, 101085, AND 120175, THE HEALTH OFFICER OF THE COUNTY OF SONOMA (“HEALTH OFFICER”) ORDERS:

Please read this Order carefully. Violation of or failure to comply with this Order is a misdemeanor punishable by fine, imprisonment, or both. (California Health and Safety Code § 120275, et seq.)

UNDER THE AUTHORITY OF CALIFORNIA HEALTH AND SAFETY CODE SECTIONS 101040, 101085, AND 120175, THE HEALTH OFFICER OF THE COUNTY OF SONOMA (“HEALTH OFFICER”) ORDERS:

1. Summary: This Order requires all individuals to wear face coverings when indoors in workplaces and public settings, with limited exemptions, and recommends that businesses make face coverings available to individuals entering the business.

2. Effective Date and Time: This Order becomes effective at 12:01 a.m. on August 3, 2021 and will continue, as updated, to be in effect until the Health Officer rescinds, supersedes, or amends it in writing.

3. Basis: Since March 2021, the SARS-CoV-2 B.1.617.2 (Delta) variant has been circulating in Sonoma County. This variant is highly transmissible in indoor settings and requires multi-component prevention strategies to reduce spread. Despite high vaccination rates, Sonoma County is experiencing substantial levels of community transmission due to the Delta variant. Since June 15, 2021, the County’s seven-day average COVID-19 daily case rate increased from 5.7 new cases per 100,000 residents per day to 14 new cases per 100,000 residents per day as of July 30, 2021. Transmission is particularly widespread among the County’s unvaccinated population. As of July 30, 2021, unvaccinated residents had a COVID-19 daily case rate of 28.7 new cases per 100,000 residents per day as compared to 5.6 new cases per 100,000 residents per day among fully vaccinated residents. Hospitalizations of COVID-19 patients have also increased, from a seven-day average of 10 patients in County hospitals as of June 15, 2021, to a seven-day average of 45 patients in County hospitals as of July 30, 2021. Since June 15, 2021 multiple outbreaks have occurred in congregate settings including a homeless shelter outbreak that infected 112 shelter residents and resulted in 11 hospitalizations and 1 death among shelter residents.

The COVID-19 vaccines currently authorized in the US have been shown to be highly safe and effective at providing protection to individuals and communities, particularly against severe COVID-19 disease and death, and are recommended by the CDC for all populations for whom the vaccine is authorized by the US Food and Drug Administration. The Health Officer strongly recommends that all eligible persons in the County be vaccinated. On July 27, 2021, Centers for Disease Control and Prevention (CDC) updated guidance for fully vaccinated people given new evidence on the B.1.617.2 (Delta) variant (https://www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated-guidance.html). CDC recommends that fully vaccinated persons wear a mask in public indoor settings. On July 28, 2021 CDPH aligned its Guidance for the Use of Face Coverings with the CDC and recommends universal masking in public indoor settings statewide (https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/guidance-for-face-coverings.aspx). CDC and CDPH also endorsed that fully vaccinated people at higher risk for COVID-19 infection, as well as unvaccinated and not fully vaccinated persons consider wearing a mask in non-public indoor settings. Household transmission and small gatherings are major drivers of COVID-19 transmission in Sonoma County.

Universal indoor use of face coverings, also known as masking, is the least disruptive and most immediately impactful additional measure to take. This Order is part of a strategy to support the continued operations of businesses, activities, and schools. As of this date, the Health Officer strongly believes that schools can and should reopen in full for in-person classes for all grades at the beginning of the 2021/2022 school year.

The Health Officer will continue to assess the public health situation as it evolves and may modify this Order, or issue additional Orders, related to COVID-19, as changing circumstances dictate.

4. Face Covering Requirement: This Order directs that face coverings shall be worn, regardless of vaccination status, over the mouth and nose, in all indoor public settings, venues, gatherings, and workplaces, such as, but not limited to: offices, retail stores, restaurants, bars, theaters, family entertainment centers, conference centers, schools, daycares, and State and local government offices serving the public.

5. Operators of Indoor Public Settings: Governmental entities, businesses, venue operators, hosts, and others responsible for the operation of indoor public settings must:
a. Require all employees, contractors, visitors, and patrons to wear face coverings for all indoor settings, regardless of their vaccination status; and
b. Post clearly visible and easy-to-read signage at all entry points for indoor settings to communicate the masking requirements to all patrons.

A governmental entity, business owner, or operator may, to the extent authorized by law, refuse admission or service to any customer or visitor who fails to wear facial coverings. In addition, those responsible for indoor public settings are strongly encouraged to provide face coverings at no cost to individuals required to wear them.

A “business” for purposes of this Order includes any for-profit, non-profit, religious or educational entity, whether a corporate entity, organization, partnership or sole proprietorship, and regardless of the nature of the service, the function it performs, or its corporate or entity structure.

6. Exemptions from Face Covering Requirements: Individuals are not required to wear face coverings in the following circumstances:
a. Persons who are working alone in a closed office or room;
b. Persons who are actively eating and/or drinking;
c. Persons swimming or showering in a fitness facility;
d. Persons who are obtaining a medical or cosmetic service involving the head or face for which temporary removal of the face covering is necessary to perform the service;
e. Persons who are specifically exempted from wearing face coverings pursuant to other CDPH guidance.

7. Cal/OSHA COVID-19 Emergency Temporary Standards: Employers and businesses subject to the Cal/OSHA COVID-19 Emergency Temporary Standards (“ETS”) and/or the Cal/OSHA Aerosol Transmissible Diseases Standards should consult the applicable regulations for additional requirements. The ETS allow local health jurisdictions to mandate more protective measures. This Order, which requires face coverings for all individuals in indoor settings and businesses, regardless of vaccination status, takes precedence over the more permissive ETS regarding employee face coverings.

8. Mega Events: Mega-Events must continue to comply with the restrictions set forth in the CDPH guidance Beyond the Blueprint for Industries and Sectors https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/Beyond-Blueprint-Framework.aspx.

9. Incorporation of State and Local Emergency Proclamations and Federal and State Health Orders: This Order is issued in accordance with, and incorporates by reference, the emergency proclamations and other federal, state, and local orders and other pandemic-related orders described below in this Section. But this Order also functions independent of those emergency proclamations and other actions, and if any State, federal, or local emergency declaration, or any State or federal order or other guidance, is repealed, this Order remains in full effect in accordance with its terms.

10. Obligation to Follow Stricter Requirements of Orders: Where a conflict exists between this Order and any state or federal public face covering order related to the COVID-19 pandemic, the most restrictive provision (i.e., the more protective of public health) controls.

11. Enforcement: Pursuant to Government Code sections 26602 and 41601 and Health and Safety Code section 101029, the Health Officer requests that the Sheriff and all chiefs of police in the County ensure compliance with and enforce this Order. The Sheriff, chiefs of police, code enforcement, County Counsel, District Attorney, and city attorneys are empowered to ensure compliance with and enforce this Order within their jurisdictions. The violation of any provision of this Order constitutes an imminent threat and menace to public health, constitutes a public nuisance, and is punishable by fine, imprisonment, or both.

12. Justification: The Health Officer has determined that this Order, and its Prior Shelter Orders, were and are necessary because cases of COVID-19 have been confirmed throughout the County. COVID-19 is highly contagious and has a propensity to spread in various ways including, but not limited to, by attaching to surfaces or remaining in the air, resulting in physical damage and/or physical loss.

13. Public Distribution: Copies of this Order shall promptly be: (1) made available at the County Administration Center at 575 Administration Drive, Santa Rosa CA 95403; (2) posted on the County Public Health Department website (https://sonomacounty.ca.gov/Health/Public-Health/) and (https://socoemergency.org/); and (3) provided to any member of the public requesting a copy of this Order.

14. Severability: If any provision of this Order to the application thereof to any person or circumstance is held to be invalid, the reminder of the Order, including the application of such part or provision to other persons or circumstances, shall not be affected and shall continue in full force and effect. To this end, the provisions of this Order are severable.

Bodega Harbour Community Rules

The Bodega Harbour Homeowners Association Board approved the “Community Rules” in late 2019 after nearly two years of work by an Ad-Hoc committee, and review by the Board and the membership. This is the first of several articles on various aspects of the Community Rules, which are available online at www.bhha.org under “Documents”. We encourage all owners to visit the site and prepare your profile in the Directory. Here is our first article:

COMMUNITY RULES - SECURITY IN BODEGA HARBOUR

The purpose of the Community Rules is to communicate the BHHA’s policies to all residents to ensure and meet expectations for a safe, quiet, and peaceful community. Many of the Association’s rules are focused on suggested good neighbor conduct, both in our activities and our communications with each other. Of course, owners and their guests will have social gatherings - they are an essential, positive part of life in any community.

A first step in communications is informing the Administration on the use of BHHA community homes to ensure security and safety. Please keep Administration up to date on whether you are a full-time resident in the home, or if you rent your home long- or short-term.

Tell Neighbors and Administration Whether You Are Living in Your Home or Renting It.

The Community Rules go over the use of Common Areas and Amenities.

The Use of Amenities (pool, sauna, tennis courts, exercise facility) are set out in the BHHA Amenities Policy. Long-term renters (6 months or more verified by lease) may use amenities if the owner request member ID cards be issued. The owner must provide the tenant’s names and contact information. (See Amenity Use Policy.)

For the community’s safety and security, you should inform the Administration if you rent your home on a short-term basis and provide the name/contact information for a local contact person. That person may be the owner, a property manager, or another Harbour resident who can respond when matters arise concerning the home.

Give Your Contact Information to Neighbors and Administration

Owners should share their contact information with neighbors and the Administration. This improves safety and security because you can be contacted if any situation at your home needs attention. Owners are encouraged to logon to BHHA.org, create a profile and add their contact information to the Directory as well. You should let Administration know if you have any change of address to ensure notification of Association activities and deadlines.

Note: Directory information should never be used for commercial or non-Harbour business.

Our Security Personnel

Owners and their guests should call ”911” if they face an emergency or high-risk situation. This is the fastest method to getting the type of response you need, whether the Sheriff’s Office or the Fire Department.

The Bodega Harbour Homeowners’ Association security personnel are tasked primarily to monitor the common areas and Association property, not for individual owners’ home security. Each owner is encouraged to investigate the type of home security or alarm system they may want for their own personal security needs.

The BHHA Security should be called in matters where trespassers are on Association property (common areas, golf course and paths), or when a currently active situation regarding noise, nuisance or other violations involving increased risk in safety and security is in process. In these instances, Security will “observe and report.” At their discretion they make take other action, but they cannot themselves trespass on an owner’s property.

Owners Obligations to Inform BHHA Administration Regarding Occupancy

All owners and their guests and visitors are required to follow Association rules, with consideration that the Harbour is a residential community. The rules prohibit loud parties, late night gatherings, large events, and many other situations not compatible in a residential setting. Owners are allowed to have larger than usual events (e.g. Literature Group, or other BHHA clubs, alumni gatherings, and Birthday celebrations) that may briefly impact parking with Owner notice to Administration/Security of the planned event. It is wise to inform neighbors as well.

Owners and managers of short-term rentals should share their contact information with immediate neighbors. You must provide the BHHA with a 24-hour working number of the property owner, the property manager or other designated representative who can respond to on-site emergencies, issues or complaints. Owners must also provide the BHHA with up-to-date information on whether a residence is occupied by an owner (permanent or second home), or long- or short-term tenants or lessees. Owners of short-term rentals must provide their Transient Occupancy Tax (TOT) number to Administration. (This information is private and will not be released to third parties.)

How To Address or Report a Community Rule Violation

You should first contact your neighbor regarding your concern about any behavior and attempt an informal resolution of the matter. Neighborly communication is the first step of any concern. If you do not have contact information for the homeowner and the matter is currently existing (a very noisy party for example) you can contact Security who will observe and file a report on incident. If the situation is not resolved in a reasonable amount of time, allowing one hour for the owner to remedy the matter, the complaining owner can then file a “Request for Review” or other written communication with the Administration explaining the alleged violation of the Community Rules. This form is available in the Administration office and online

A NEW STARTEGIC PLANNING COMMITTEE YEAR 2021-2 is being formed.

BHHA’s last Strategic Plan was approved by the Board of Directors in 2004. A multi-year effort by a large committee included input from an extensive survey of all Members of the community, including their approval of a Vision Statement.

The Board of Directors is looking for volunteers who are interested in serving on this new Committee. The committee is expected to be highly active this year.

Strategic Planning, sometimes called Long Range Planning, is a systematic process that will help us look beyond the immediate, set goals with priorities for the next 3-5 years and keep track of our progress.

As the Mad Hatter said to Alice, in Alice in Wonderland:

“…if you do not know where you are going, any road will take you there.”

August News

Hello members, we hope you’re all doing well and enjoying your summer months! Below are some highlights for August, as well as important reminders for our day-to-day operations.

Annual Passes: Annual Passes and Trail Fees have been available for purchase or renewal since July 1st. Payment options will be by check or on account only. Passes will run through the new of the fiscal year (7/1/21 – 6/30/22). There are three annual pass options available: Unlimited, Mon-Fri (limited) and Fri-Sun (limited). Please call or stop by our pro shop to find out what fits best for your needs!

Golf Cars: For use on the golf course, a trail fee is required; inquire with our pro shop staff, 707-875-3539.

Pro Shop Hours: We are open daily from 7 am – 6 pm. Until further notice, anyone entering the pro shop is required to wear a facial mask and maintain a safe social distance to others. Your cooperation is greatly appreciated!

Junior Golf & Tennis Camp: We had such a great week with our wonderful juniors! It was truly special to welcome new and returning students to our camps and make up for some lost time. We were honored to help develop their games and had fun holding skills challenges throughout the week and saw some great progress!

Special thanks to our Director of Golf, Bob Caldwell and golf staff along with Gienna Gonnella who did another great job leading tennis instruction. Big thanks to Barb Bowen for her support organizing the tennis groups. Lastly, thanks to all of you who were able to chaperone the juniors on their last day out on the course!

Men’s Club News: Aldo Cima Memorial Scramble: The Men’s Club invites you to a Golf Scramble to honor the memory of our good friend Aldo Cima. The Scramble will begin at 1:00 pm on Friday, 8/13/21 and will conclude with an awards gathering, silent auction, appetizers and a no host bar as the Clubhouse Swimming Pool at approximately 6:00 pm.

The entry fee for The Cima Scramble is $50 and $20 for those who would like to join in the post golf awards/silent auction. Proceeds from this event will benefit the local charity, Waves of Compassion.

To register or learn more, please call the golf shop, 707-875-3539. The field is limited to the first 48 registered golfers, so there’s still room!

Net Championship Results: Our Men’s Club Net Championship concluded last week and featured our returning champ Ernie Shelton vs Mark Brandt in the final. Both gentlemen battled some tough opponents along the way, but it was Mark Brandt’s day as he stayed hot at the right time to take the title. Congratulations Mark on this achievement, and to Ernie for defending his title ‘til the end! If you see either, please relay your congrats as well!

Tee Times: Members who wish to make tee times for themselves or guests should continue to book at least 7 to 10 days in advance (up to 60 days max), to help get your preferred tee times. You may book online by visiting our website www.bodegaharbourgolf.com or, call the pro shop directly, 707-875-3539 during normal business hours. Afternoon calls are recommended to help avoid delays while we check-in play during peak hours. Remember to present your BHHA Member ID at check-in in to receive your member rates.

Please note: when setting up your customer account for booking tee times, you’ll be requested to provide your credit card number to secure the reservation. Your credit card will not be charged until you check-in at the pro shop, unless you fail to show or cancel within 24 hours. At check-in, you can pay via credit card, or member account.

All members and guests, even those with annual passes, are required to check in the pro shop prior to your round. This provides us an opportunity to register your round and let you know about golf car path rules and any notable course condition alerts.

Please note, when booking a tee time, you will more than likely be paired with someone else. In order to maximize rounds and revenue, please remember to cancel tee time(s) within the 24-hour cancellation period.

9-Hole Play: Options for 9-hole play are the BACK 9 in the mornings from 7:30 – 8:30 am, and available during twilight time on the FRONT 9. Priority goes to those playing 18 holes during peak hours, which also helps avoid gaps in play as some who only play 9 holes would reduce group size and impact the group’s pace of play.

On August 2, Laura Dangers will take us back to turn-of-the-century San Francisco with Big Alma by Bernice Scharlach. “Alma de Bretteville Spreckels rose from poverty to become one of San Francisco’s most powerful women… The book celebrates the woman who brought Rodin’s works to America and built the Palace of the Legion of Honor to hold them.”

“Alma’s outspoken manner and larger-than-life personality may have shocked the city’s well-heeled, but these were fruitful assets in the many projects that claimed her passions, whether it be founding various museums and developing art and culture in San Francisco, or raising hundreds of thousands of dollars for relief after both World Wars and the Great Depression.” (Publisher’s review. The Literature Group meetings are held the first Monday of each month. (If the date has a holiday conflict, the meetings are typically moved to the following Monday.) At this time our meetings are ZOOM meetings that begin at 4pm. Group members will receive an invitation to the Zoom prior to the meeting date.

It’s never too late to start, and all fitness levels are welcome.

8:30 -9:30 am Monday, Wednesday and Friday tune into ZOOM to join the exercise group.

Enjoy a workout in the safety and comfort of your home. Betsy Spann, who hosts the meeting, is a certified fitness instructor has lead the Yacht Club exercise group as a community service to all Bodega Harbour residents since 2014.

A little stretching and balance helps stimulate your mind and maybe help your golf game too.

Used Book and Bake Sale coming to the Grange Hall in Bodega Bay August 7,8 and 14,15

We are currently taking donations of used books (all genres) for a big book sale benefiting Bodega Bay School PTA. Games and puzzles are also welcome. Books can be dropped off at the Farmers' Market every Sunday through August 1st. They can be left at two other locations on other days: 215 Miwok Road, Salmon Creek, or 4994 Viking Strand, Carmet. You can also contact Carolyn Connors for other arrangements.
We will need volunteers to help with sorting books into categories on Friday August 6th, 9am to 5pm, and we will need a few volunteers to work in shifts on the two weekends. If you can help with that, please let Carolyn know. Donations of books can be brought directly to the Grange Hall on Friday, August 6th when we will be sorting them.
In addition, we will be accepting donations of baked goods brought to the Grange on August 6 or any of the weekend days.
If you haven't been to this sale before, you are in for a treat. This is a community of readers and the quality of the books is excellent.

We sell the books for very low prices, so you might just discover a rare find for a good deal.

  • Reminder, per Ordinance 11-20.100 vehicles must be moved on county maintained public streets after 72 hours. The streets in Bodega Harbour are county maintained and therefore fall under County Ordinances. Your vehicle is subject to tow if it isn’t removed/moved after 72 hours.
  • We are under severe drought conditions this year, please monitor your water usage.

Free Evacuation Tags
Coming Soon

The Sheriff’s Office is giving away evacuation tags to residents living in unincorporated Sonoma County and our contract cities, Sonoma and Windsor. Evacuation tags are a new tool to help us more quickly ensure that neighborhoods are evacuated during a disaster. Residents tie the tag in a highly visible location when they evacuate.

This saves time because first responders don’t have to tie their own ribbon on the property and they can immediately check the next home. We’ve learned that seconds can count during evacuations and we are excited to bring this new time-saving tool to our residents.

An order for tags has been placed with the Sheriff's office specifically for the community. As soon as the tags arrive, a email notification will be sent out.

Seaside Gardens & the Hydrangea

Hydrangeas have so many winning attributes that it's hard to imagine an easier group of plants to grow. What other flowering shrub is capable of providing such vibrant color for so long a season?

As homeowners here on the Northern California Coast, the windswept Cypress Trees, coastal fog and acidic soil make for perfect conditions for the hydrangea. The hydrangea is a classic garden shrub that continues to grow in popularity as exciting new varieties are introduced. The gardener today can choose from Mophead Macrophyllas and Serratas in scintillating blues and vibrant reds, delicate lace-caps in soft creams, whites and mauves, and intriguing double forms in shell pink and baby blue. From large flower filled bushes that grow several feet into the air, climbers trained to rise on trellises, to smaller varieties ideal as container plants for both indoor and out.

SHADE LOVING

Ideally, the hydrangeas see on our coast prefer semi-shade or a situation where they get dappled light or sun for a few hours. Be careful, as those leaves can be tender to sun, especially if wet. If creating a new garden, it is recommended to use a drip watering system, which saves water & allows water even if the sun comes out shortly. Hydrangeas do not like wet feet, and once established are drought hearty. Their tough, glossy leaves allow them to succeed in coastal sites where most shrubs would be destroyed by wind and salt. As well as weed suppressers with their dense green foliage. This is part of the reason they became popular as shrubs for seaside gardens.

SOIL

Hydrangeas are easy to please when it comes to soil as they will cope with almost any soil type and a wide range of acidity. As well, they thrive on added organic matter that would be found in nature. You can imitate nature by annually covering the soil with old leaves, compost and manure.

DEER PROOF?

Unfortunately, hydrangeas are not deer proof. For whatever reasons, oakleaf hydrangeas don’t appear as tempting to deer as other varieties. The oakleaf variety produces white flowers (similar to the flowers of the climbing hydrangea) and you can use full-grown or dwarf plants. As we all know, deer will eat almost anything when they are hungry enough.

Deer repellent spray, applied on the leaves and branches of hydrangeas will provide some insurance. Typically, you need to apply every 30 days to maintain protection. This is the easiest way to prevent deer from eating your hydrangeas.

Once you enjoy your hydrangeas, they make wonderful floral arrangements. If you want to dry them., don’t cut them off until they are dry on the plant. When trimming, be sure to wait until after the bloom., and cut to the beginning of new growth… they will be your blooms for the next year.
