Community Rules

DRAFT ASSOCIATION RULES SENT TO OWNERS FOR REVIEW & COMMENT

BHHA mailed all owners a copy of the “Proposed BHHA Rules, Procedures & Fines” in early December. These Rules will supersede several current BHHA policies including the Community Rules, Trespass Guidelines, and the Use of Amenities Policy after final Board of Directors approval in February or March 2022.

The Board of Directors approved the Proposed Rules for distribution to the membership for a 30-day comment period at their November 2021 meeting. The comment period ended on 1/14/2022. Thank you to those owners who submitted their comments.

The Board will review the proposed Rules at a future meeting after the comments have been reviewed and a vote to approve the policies will be taken at that time.

The new policy proposal is a combination of existing BHHA policies with the addition of “enforcement procedures” adding a written Rule Violation Reporting Process and Investigation of Complaints section. The Fine Schedule has been updated.

A copy of the Proposed BHHA Rules, Procedures & Fines is on the BHHA.org website under “Members” > “Documents” > “Enforcement Guidelines Draft 2021.” A link is provided below.

Neighborhood Watch Update

On January 19, 2022, BHHA hosted the kickoff Neighborhood Watch Zoom meeting with the Sonoma County Sheriff’s Office. A few dozen residents participated. Nicole Demetrak, Community Resources Officer, coordinated the event, but was unable to attend. Karen Hancock, a fellow Community Resources Officer, and Jason Pasero, our Deputy Sheriff, were in attendance and covered a variety of topics. Our private security company representative was also present at the meeting.

Officer Hancock addressed several areas important for the community as it relates to recognizing and reporting crime. She encouraged residents to keep an eye out for unusual activity in the area and encouraged residents to contact their dispatch at (707) 565-2121 to report crimes. She also encouraged residents to call 911 for any emergency issues.

She cautioned residents not to confront suspicious individuals, but rather get a head-to-toe description (hat, hair, race/gender, clothing, shoes, approximate weight, and any other identifying factors available). explained that an individual may change their jacket to avoid detection, but often do not change their shoes. With vehicles, she suggested to note the color, make, model, license plate and any other identifying factors. She explained that this information is critical to communicate to responding law enforcement personnel.

She talked about keeping shrubbery low to minimize blinds spots to entrances to our homes and spoke about the voluntary registry with the Sheriff’s Office for those residents that have video surveillance/ring doorbells. You may register these devices at https://www.sonomasheriff.org/.

Both Officer Hancock and Deputy Pasero talked about the extensive training, including diversity training, that all Sheriff’s staff receive on an ongoing basis. Officer Hancock also emphasized that the Sheriff’s office encourages community interaction and suggested contacting Officer Demetrak for additional information - This email address is being protected from spambots. You need JavaScript enabled to view it. 707-869-0202.

Deputy Pasero went over recent crime in the area, thankfully relatively minor, and discussed his role as both a local resident and first responder. He desires to keep open lines of communication with the community. You may email him for any questions or even just desire to have him stop by and talk with you - This email address is being protected from spambots. You need JavaScript enabled to view it.. He will be contacting our private security team to enhance cooperation and communication in the community.

Evacuation Tags: The tags are placed in a visible location on your property when you evacuate and assist Sheriff’s office in conducting timely door to door evacuations in the event of an emergency. There are small number of tags in the Bodega Harbour Administration office.

A reminder: All crimes and emergencies should be reported to law enforcement and emergency responders first, before BHHA’s private security. There are two reporting numbers, 707-565-2121 for reports of suspicious activity that is not life-threatening (dispatch) and 911 for reporting life threatening emergencies. You can find more information on the Sheriff’s website – https://www.sonomasheriff.org/

BHHA and the Security workgroup will continue to work on expanding camera surveillance in the Harbour(s), Neighbor Watch signage, and planning for additional meetings with the community to enhance public safety. Please contact Scott Kernan at This email address is being protected from spambots. You need JavaScript enabled to view it. for any questions.

LITERATURE GROUP

On February 7, Mary McDonald will present River of Doubt by Candice Millard. The River of Doubt “is one of the most popular and well-loved books on any president currently in print.” It was published in 2005. Millard is a former editor and writer for National Geographic.

“It is a dramatic and brilliantly told story of the most riveting and dangerous years in Roosevelt’s life: his journey to South America in late 1913 and his 400 mile-expedition down the Amazon’s previously uncharted Rio da Duvida in the early months of 1914.”

The book is enhanced by Millard’s “knowledge of the geology of the South American continent and her understanding of the rainforest’s complex ecosystem…And her observations of Candido Rondon, the expeditions leader and real hero of the story are nothing short of superb.”

“Much of what Theodore Roosevelt accomplished falls outside this book’s primary orbit, but the lessons it offers and insights it provides into his character are invaluable to understanding the man…it may be the ideal introduction to Roosevelt for anyone considering reading a full-scale comprehensive biography of him in the future.”
(Journey Through Best Presidential Biographies)

The Literature Group meetings are held the first Monday of each month. (If the date has a holiday conflict, the meetings are typically moved to the following Monday. Meetings are being held on ZOOM at 3:30. A ZOOM link will be sent out to the group prior to each meeting.

Helpful Hints & the Language of Flowers

As we enter February in our Coastal Community, we seem to be having an early Spring. Although, we can be reminded of April Showers bring May flowers. So we are hopeful of more showers along the way.

Just some quick reminders,

  1. Trees, shrubs, & plants must be trimmed so that no portion grows over lot lines, over the sidewalk or where sidewalks do not exist, over the edge of the curb into the street. Just make sure you’re trimming your garden, so our neighbors can walk safely.
  2. “Trees must be regularly maintained and trimmed to the roof lines of the residence. Vegetation trimming or removal is required even if a complaint has not been made in the past, regardless of the age of the vegetation. “ Don’t wait to find you have a new neighbor that might complain that your tree is blocking their view. Trim your trees annually or
semi-annually, depending on the need, so they stay healthy. Trimming for the first time after 20 years or more, might kill the tree to get below a roof line. Always best to trim in Winter, while many birds have migrated away from our Coast.
  3. Bodega Harbour has had some good size storms this year, as well as some cold days. Please look in your garden, and remove the large shrubs & bushes that did not make it through the season.
  4. Soft Landscaping, for new landscaping plans we will want to see the samples of mulch, stone, gravel. Our goal is to have the landscaping blend.
  5. New to Bodega Harbour and building, or just thinking of a new landscaping plan? Driving around the subdivision is a great way to get familiar with plants that are approved & do well on the coast.
  6. If you do wish to make a complaint regarding a view obstruction, please contact the Bodega Harbour HOA Office & request a Form for completion. Once completed will be submitted to the landscaping committee for follow up.

As we enter into February, we thought it might be nice to consider some of the meanings of Flowers. Hope you enjoy,
A Single Red Rose signifies love and undying loyalty. The rose has always carried a deep symbolic meaning and has been a favorite of many women and men for years. Rose colors carry different meanings for different people; however, the red rose always means the same thing to its recipients.

A Red Rose means "I love you", but a yellow rose stands for friendship. A white rose symbolizes purity, while the rosebud suggests young and innocent love.

A Dozen Roses traditionally send a message of love and gratitude.. When giving a dozen roses you are conveying the message “Be mine” or “I love you.”

Two Dozen Roses carries double the meaning! Two dozen roses as a romantic gift say “I belong to you.”

Long-stemmed Roses carry deep meaning and are often the most desired and appreciated type of rose. A bouquet of long-stemmed roses signifies, “I will remember you always.”

The Petite Roses are known for their miniature blooms, but their smaller size does not lessen their significance or their impact. Petite roses are also known as “sweetheart” roses. As their name implies, these roses are a symbol of affection perfect for a sweetheart.

Peach Roses are known for showing thanks and expressing gratitude. They are commonly given to celebrate a business deal or arrangement and can be a sign of loyalty. Peach roses are a “sweet” surprise due to their warm color and are a great gift for showing adoration to a young daughter or friend.

Pink Rose is often given as a token of admiration and appreciation. Lavender Roses are often seen in spring and represent love at first sight. These roses are used to express fascination and adoration.

Green Roses represent harmony, opulence and fertility. Like the lavender rose these colors are seen in spring and can represent rebirth and tranquility.

Multicolor Roses, also known as “rainbow roses” are unique gifts that represent happiness and joy. The brightness and range of colors in multicolored roses convey fun and make great gifts for birthdays, anniversaries, or a new baby. Like mixed rose color bouquets, multicolored roses can be a great way to share multiple emotions and messages into one gift.

We can look at some of the flowers in our coastal gardens, for instance the Foxglove, some take to mean, “it’s a flower my love”.

Even our Rhododendron Flowers are often used in wedding arrangements to show positivity for the bright future that lie in store for the happy couple.

Dahlia Flowers symbolizes staying graceful under pressure, inner strength, positive change, and commitment.

Enjoy your garden, and for the month of February, might just consider what secret meanings your plants convey.

Bodega Bay & County Happenings

The Bodega Bay Fire Protection District published a statement by Asst. Chief Steve Herzberg on their Facebook page that we wanted to share with you. (See below.)

On March 2, LAFCO UNANIMOUSLY Approved the Annexation of the Bodega Bay Fire Protection District Into the Sonoma County Fire District.

What Does That Mean? Here are the Answers to Some of Your Questions

Introduction: Why Annexation Now?
For seven years, the Bodega Bay Fire Protection District has been searching for the perfect annexation partner. That partner is the Sonoma County Fire District. And, finally, the path is clear to go there.

First and foremost, annexation will bring the added staff needed to serve the residents and visitors to the beautiful but dangerous Sonoma Coast.

By adding staff, BBFPD will be able to properly deploy its engine, ambulance and boat in a manner that meets the safety standard established by the National Fire Protection Association. Our firefighters and community deserve no less than proper staffing.

In addition, the annexation will create a stable, sustainable, District — one that can assure our staff competitive salaries and career jobs. The revolving door that has seen 15 of BBFPD’s highly trained paramedics leave for better paying jobs, will be closed. Stability will help the new District maintain the excellent levels of service the community has been receiving.

Finally, annexation will take the heavy financial burden of protecting the coast off of the Bodega Bay parcel owners and spread it where it belongs; the average individual home parcel tax will be reduced from around $524 to around $185. The inequity of having a small group of parcel tax payers cover the costs of serving a heavily tourist driven population will be eliminated.

What Do the Firefighters and Board Think?
The Staff, Board and volunteers strongly support the annexation into the Sonoma County Fire District. The two Districts, soon to be one, share the same union. Because we also share a common ambulance zone border, we have been working together for years — each covering the other when necessary. Our leadership teams are integrated at the highest levels and are jointly making strategic decisions. In preparation for this annexation, all of us have been working toward making the transition to the new, stronger District seamless.

What’s Next? The LAFCO Process
The annexation must be approved by Sonoma County LAFCO, the Local Agency Formation Commission. We anticipate a swift approval.

But wait, haven’t we been there before? Yes, we have. A couple of years ago, we successfully went through the LAFCO process. The agency approved our consolidation with SCFD. The community approved. But, the annexation failed because the funding from the County, that we needed to close the deal, never materialized.

This time, things will be different. We have a complete funding package in hand. And, we anticipate full support from the LAFCO staff and commissioners.

On March 2, 2022, the commission approved our application.

The commission set a period of 35 days (until the April meeting), for the community to “protest” the annexation. The voters within the BBFPD will receive notice from LAFCO that they can express opposition to the annexation. Those who support the annexation need not do anything.

For the reasons set forth in this FAQ, we do not anticipate opposition. Annexation is the right thing to do.

If there is not sufficient opposition to require a full vote of the current District, at the first meeting after the end of the protest period, the Commission will approve the annexation.

After papers are shuffled and filed, we anticipate a “go-live” date, as a part of SCFD, of July 1, 2022.

We will become Station 10 in the Sonoma County Fire District — a stronger, diverse, and stable agency that will best serve all who need help in our service areas.

Tell Us More About the Sonoma County Fire District
For years, we have been trying to join SCFD. It is a dynamic, forward thinking District that shares our commitment to service, Honesty, Respect and Integrity. We are finally there and we thank our community and supporters for helping us reach this destination.

SCFD is a pioneer in consolidating disparate agencies. It was initially formed by the consolidation of the Windsor Fire District, Rincon Valley Fire District, Mountain Volunteer Fire Department, and Bennet Valley Fire District. It then added the Russian River Fire Protection District (we were supposed to join then but didn’t make it because of a funding deficit). And, recently added Forestville.

The end result is a large District with a small town sensitivity.

No matter the hurdles thrown at our consolidation, SCFD has steadfastly stayed the course. Placing service first, and recognizing the synergy that we bring to each other, SCFD never wavered and worked hard to get us to our final destination. That loyalty will redound to the benefit of the new District.

After annexation, the new District will have 10 Stations — each staffed properly to meet safety standards. That will give us the depth and redundancy we’ve lacked for years. Being a part of a larger organization will give our staff stability, equitable pay, and career advancement opportunities. All of this, while being a part of an organization that can use its size to attain the efficiencies of scale so as to give the tax payers more for their money.

Like BBFPD, SCFD is an Advanced Life Support ambulance provider. Recently, SCFD has added the Reach helicopter, that we use so often on the Coast, to its emergency response team.

Consolidation will result in a higher level of service, stability and sustainability. We look forward to being a part of SCFD and trust you do, too.
